The UN General Assembly adopted this Thursday its first resolution regarding the Artificial intelligence (IA) by the consensus of all Member States to promote its development in a “safe”, “responsible” and “equitable” way” to avoid inequalities between countries and their possible “malicious” use
“Recognising that safe, secure and reliable artificial intelligence systems (…) that are human-centred, trustworthy, explainable, ethical and inclusive, fully respect the promotion and protection of Human Rights and International Law , maintain privacy, are oriented towards sustainable development and are responsible, have the potential to accelerate and facilitate progress towards the achievement of the Sustainable Development Goals and sustainable development in its three dimensions (economic, social and environmental) in a balanced and integrated manner,” the document reads.
Likewise, the Assembly believes that the correct development of this technology encourages digital transformationpromotes peacebridges the digital divide both inside and outside countries and even promotes the protection and enjoyment of Human Rights.
On the other hand, the text recognizes that Artificial Intelligence can have an “incorrect or malicious” use that could undermine sustainable development “in its three dimensions” and that would complicate progress towards the objectives of the 2030 Agenda.
This is why the resolution encourages both countries and public and private organizations, the media, civil society and other entities to promote a “conducive ecosystem at all levels (…) for innovation, entrepreneurship and the dissemination of knowledge and technologies under mutually agreed conditions.”
Furthermore, it urges the Member States of the General Assembly to cooperate with developing countries to prevent them from being left behind in this matter, so that a future is achieved with “inclusive and equitable access” to the benefits of this technology, emphasizing a call to the private sector to adhere to international laws and act based on UN principles.
The General Assembly has also recognized that databases are fundamental for the development of this type of systems, which is why it has highlighted highlights “fair, inclusive, responsible and effective governance of data“, as well as the improvement of its generation, its accessibility and its infrastructure.
Being a technology in constant development, the Member States have agreed to continue the debate on the different developments that arise regarding the field of governance so that international approaches “keep pace” with the evolution of these systems.
The US celebrates the adoption of the text
From Washington, senior government officials have celebrated the adoption of this resolution, which has been Presented by USA and co-sponsored by 120 countriesfor being a “historic step” in the promotion of safe and reliable Artificial Intelligence systems.
“The United States welcomes the adoption by the UN General Assembly of a resolution establishing principles for the deployment and use of AI. President (Joe) Biden and I are committed to establishing and strengthening rules and norms on emerging technology,” said US Vice President Kamala Harris in a statement from the White House.
For his part, the White House National Security Advisor, Jake Sullivanhas assured that it is “a historic step to promote safe and reliable AI systems” which will serve to present a global vision of the countries’ response to the “opportunities and challenges” of this technology.
He also highlighted that the text has been prepared in consultation with experts from civil society and the private sector and taking into account the priorities and concerns of developing countries.
