Until when a safe and efficient transport?

For quite some time now I have expressed the need for restructuring of public transport in Puebla, in the nineties of the last century they wanted to reform the service, the necessary studies were carried out and proposals were presented; nevertheless, nothing happened. At that time, it was negotiated with the Trucking Alliance and with Pedro Diaz, leader of the taxi drivers. Apparently the necessary agreements were not reached to reorder the transport.

Now that we talk about mobility, the public transportation is part of it, but there is no real change in sight either, only the rate issue matters, leaving aside the intended improvement while users continue to suffer from a bad service.

The State is obliged to provide this public service of safe and efficient transportation; Since it cannot, it grants it to companies and individuals, for whom it is a business and as such they manage it; that is to say, they do not mind offering a quality and efficient service, what interests them is profit as far as possible with installment and the user does not have no choice to use it as it is provided, unsafe, dirty, of poor quality and with poorly designed routes.

Of the 14 thousand 345 units that supposedly circulate throughout the entity providing public transport service, represent only 0.92% of the total vehicle fleet, which is 1 million 553 thousand 518 vehicles, according to data from the National Institute of Statistic and Geography (INEGI, 8 Jan 2020). In this number of units that are “sweet chili and butter” the citizen has to travel every day having as the average time that people in Puebla spend traveling by public transport, for example, to and from work, on a weekday it is 49 minutes (Moovit).

In the Mobility and Transport Sector Program derived from the State Development Plan 2019-2024 of the government of Puebla, it is mentioned: by 2024, the challenge is to turn Puebla into a state in which the mobility of people is governed by three guiding axes: the road safetythe respect al environment and the human scale; that is, that it is designed to move people before vehicles.

Point 8 of that program It refers to the safe and sustainable mobility and its goal is: Promote sustainable, accessible, inclusive and intermodal mobility schemes that promote development and well-being in each of the regions of the state.

And its lines of action son:
1. Promote accessible and safe mobility and transport conditions, with a gender perspective and care for people in vulnerable situations.
2. Promote a culture of road safety and protection of the most vulnerable users.
3. Design projects for the expansion of intermodal and interconnected infrastructure in the different regions of the state.
4. Promote the improvement of the quality of the public, massive and mercantile transport service. 5. Provide access to affordable transportation systems that allow economic development and combat inequalities.

With respect to infrastructure mentions:

Promote efficient, accessible, intermodal and interconnected transport systems that affect the quality of life of the population, as well as the productivity of the regions.

Lines of action:
1. Design an integrated sustainable and inclusive transportation system.
2. Promote the improvement and expansion of transport networks, to facilitate the population’s access to goods and services.
3. Carry out mobility projects that prioritize the most vulnerable road users. 4. Identify the mobility patterns of the inhabitants of metropolitan areas.

To all this, the question is: when? Because what can be verified to the best of my knowledge and belief nothing has been done in the three years since the document appeared and this is very serious because this government only has two more years left, for what is reflected, more time is needed to carry it out.
