Two thirds (65 percent) of European countries will have fewer vacationers in 2023 than in 2019, the year before Corona. The decline is greatest in Eastern and Northeastern Europe, especially in countries bordering Russia and Ukraine. But Germany is also clearly on the losing side with minus 14.2 percent. This is reported by the EU’s European Travel Commission (ETC), which compared tourist arrivals in the first nine months of 2023 with the corresponding period in 2019.

The decline is most noticeable in these five countries: Lithuania (-33 percent), Latvia (-30 percent), Estonia (-27 percent), Finland (-24 percent) and Romania (-22.5 percent). Double-digit losses, similar to Germany, are also recorded in the Czech Republic (-15 percent), Slovakia (-14 percent) and the important tourism country Italy (-11 percent). The decline is somewhat weaker in Switzerland (-8.5 percent), Great Britain (-6 percent) and Austria (-4 percent).

But there are also winners who will count significantly more holiday arrivals in 2023 than before the pandemic: Serbia leads Europe (+15 percent), followed by Montenegro (+14 percent), Portugal (+11 percent), Iceland (+9 percent), etc Turkey (+8 percent), Malta and Greece (both +7 percent).

According to ETC, the main reason for the decline is the war waged by Russia against Ukraine, which, on the one hand, results in a reluctance to book vacations in directly neighboring countries. On the other hand, there will be and will be no Russian tourists in many EU countries in 2023, who will instead go to countries like Serbia or Turkey. Heat waves, forest fires and floods also had a negative impact in the summer of 2023.

The ETC forecast until the end of 2023: For the entire year, international tourist arrivals across Europe are expected to reach 91 percent compared to before the pandemic. The 2019 level is expected to be reached by 2024. The reasons for this are the almost complete recovery in passenger demand for flights and the influx of tourists from the USA, who are benefiting from favorable exchange rates.

Five euros per person: In the future, short visitors to Venice will have to pay an entrance fee of 5 euros if it threatens to get particularly crowded. The fee is intended to prevent mass tourism from causing even more damage in the northern Italian lagoon city.
