Anne Hidalgo slows down the ring road? The right of Ile-de-France accelerates to oppose. It is not a coincidence in a political calendar: this Thursday the speed will have to be lowered to 50 km/h on all 35 km of the avenue surrounding the capital. A day also chosen by Vincent Jeanbrun, deputy of Les Républicains (now the Republican Right) of Val-de-Marne to present to the National Assembly a bill (PPL) aimed at contesting the monopoly of the ring road to the mayor of Paris.
The elected representative from L’Haÿ-les-Roses, former leader of the right-wing majority in the Ile-de-France region, first of all disputes the validity of the decision to slow down the ring road taken by the mayor of Paris, which he considers unjustified. It was “taken without consultation and without an impact study” and would be “perceived as socially unfair, ecologically ineffective and economically costly”, we read in the text of the PPL that we were able to consult.
Where Anne Hidalgo had defended “a public health measure for the 500,000 people who live around” this axis, at the end of the summer. A measure that is part of the capital’s “Climate Plan 2026-2030”, which also provides for the maintenance of a lane dedicated to public transport or car pooling.

“Paris is entitled to present this proposal, but not without an impact study! », deplores Vincent Jeanbrun. More generally, it challenges the legitimacy of the socialist mayor to make unilateral decisions on an axis in contact with 22 municipalities and used mainly by non-Parisians.
“Parisians represent only 18% of ring road users, while residents of the inner suburbs represent 43%, and those of the outer suburbs 23%”, we read in the text of the bill, which we were able to consult. “The ring road is Ile-de-France and not Parisian”, defends Vincent Jeanbrun.
The elected representative therefore proposes to entrust “the powers of management, maintenance, development and traffic policing” of the ring road to the Île-de-France Mobilité (IDFM). This public structure, led by the president (LR) of the Île-de-France Valérie Pécresse, close to Jeanbrun, is made up of members of the region, of Paris, of the departments of the Île-de-France, as well as representatives of businesses and of transport users in Ile-de-France. “Mrs. Hidalgo arrived in force,” denounces the right-wing Republican MP, who would have preferred that a measure such as speed reduction on the ring road be the subject of discussion or even a trial period.
Transport Minister François Durovray, also from LR, deplored Hidalgo’s solitary decision on the ring road issue. But there is no guarantee that the text will actually be examined by the National Assembly; for this reason it will have to be included on the agenda by the government or examined as part of the parliamentary day dedicated to LR; Vincent Jeanbrun must launch an online petition these days so that “popular pressure” can carry forward his proposal.
