A month after the trucking strike caused by the increase in the ACPM price in September, the Ministry of Transportation has begun to present the first drafts of decrees related to the 14 commitments established to resolve the structural problems of the sector. Among the advances, the update of the conditions and technical criteria of the National Registry System for Cargo Dispatches (RNDC) is included, which will allow better management of the information of transport companies and cargo generators, with a view to a greater transparency and control in the movement of goods.
Regarding the electronic cargo manifest, significant changes are proposed. When transporters agree on additional conditions to those established, the corresponding values will be recorded in an independent box, which will prevent these costs from being deducted from the total value to be paid for the transportation service. This measure seeks to protect transporters from practices that may affect their income and guarantee that information about the load and the route is accurate and in accordance with current regulations.

The Efficient Cost Information System (Sice-tac) is also in the process of being reviewed. More transportation actors will be included and the basket of variable costs will be updated, in order to maintain efficiency in operating cost calculations. This adjustment will ensure that the trip value cost floor is not violated, ensuring a fair pricing structure for the sector.
Another important aspect is the flexibility of authorizations for transport companies made up of small owners. This modification seeks to balance the economic conditions of the sector, promoting equity between the different actors and establishing clear vehicle replacement policies. These initiatives are the product of dialogue tables between the government and transportation representatives, which has allowed the joint construction of long-term solutions.
Finally, the Government has started talks with the Ministries of Mines and Energy, and of Finance and Public Credit to address the impact of future fuel price increases, one of the main factors of concern for the union. Furthermore, the Ministry of Transportation has invited citizens to participate in the review of these decrees and to send their observations, which opens the possibility of greater participation in decision-making that directly affects the sector.
