United States President Donald Trump announced that his “Board of Peacehas reached a
HISTORIC agreement” for the complete disarmament of Hamas and all other armed groups operating in the Gaza Strip. The announcement frames the deal as a transformative breakthrough toward regional stability and a key milestone in the administration’s broader 20-Point Plan.
Trump stated that the agreement is a critical step towards Gaza finally being governed by a new Palestinian government that will work closely with the Board of Peace to help the Palestinian people.
In a post on Truth Social, Trump wrote: At the same time, Israel will have the security it deserves, with Gaza no longer used as a base for terror attacks.
The announcement represents a major diplomatic development for the administration’s foreign policy framework, though critical questions remain regarding enforcement and the formal positions of the primary parties on the ground. According to the statements posted on Truth Social, the accord forms a foundational part of the broader 20-Point Plan aimed at transforming governance and security architecture within the Gaza Strip.
Phased Security Transition and International Oversight
Under the terms described by the administration, the disarmament process is structured into carefully planned stages. As militant factions surrender their weapons, Israeli forces will withdraw from the territory. Trump said that Israel would withdraw from Gaza as disarmament is completed.

Trump expressed gratitude to mediators from Egypt, Qatar, and Türkiye, as well as his administration’s diplomatic team, emphasizing that the threat posed by militant networks since the October 7 attacks will not be allowed to rebuild. Meanwhile, Hamas leaders have been in the Egyptian capital Cairo discussing the ceasefire deal with mediators from Egypt, Qatar, and Turkiye.
An unnamed Hamas official was quoted earlier on Thursday as saying that the talks were “positive” and making progress
. Al Jazeera reported that it had received a copy of the document agreed to by Hamas and other Palestinian factions. Despite these diplomatic channels, the official response from the militant group and the Israeli government regarding the newly announced disarmament document itself remained unconfirmed immediately following the public declaration, with neither party having commented on the announcement.
A Shift Toward New Governance in Gaza
The accord is framed as a critical turning point for civilian leadership in the enclave. Trump added in his statements: Under this agreement, Gaza will finally be in the hands of a new Palestinian government that serves its PEOPLE.
The territory has faced profound devastation since the outbreak of conflict following the 7 October 2023 attacks, in which 1,200 people were killed and 251 were taken hostage. Israel responded by launching a massive military campaign in Gaza, during which more than 73,290 people have been killed, including 21,280 children, according to the territory’s Hamas-run health ministry.
The administrative landscape shifted prior to the agreement when Hamas announced on July 6 the dissolution of the body it led that had governed Gaza. Hamas is a Palestinian Islamist militant group and political movement founded in 1987 that has governed the Gaza Strip since 2007 and is designated as a terrorist organization by countries including the United States, United Kingdom, and Israel. Earlier in April, a senior Palestinian official familiar with the negotiations told the BBC that Hamas had rejected the disarmament plan of a top figure in Trump’s Gaza peace efforts. The newly projected government is intended to assume administrative control to serve the population directly, backed by the supervisory support of the Board of Peace.
Unresolved Timeline and Implementation Challenges
While the agreement has been celebrated as a milestone that everybody said could never be achieved,
significant operational hurdles remain. President Trump noted: One year ago there was a violent raging war, humanitarian crisis and hostages kept in brutal captivity. We have made historic progress and there is still much work to do.
Observers note that verifying compliance on the ground and establishing a precise execution schedule will test the capacity of international monitors.
The BBC reported earlier this year that the board was originally thought to be aimed at helping end the war between Israel and Hamas in Gaza and oversee reconstruction, but its proposed charter does not mention the Palestinian territory and appears to be designed to supplant functions of the UN. The practical integration of the International Stabilization Force with the emerging Palestinian administration will dictate whether the phased framework succeeds in practice.
