China will ban the use of Intel and AMD processors in computers intended for government use. This is evident from new published guidelines. In addition, the guidelines also include requirements for preferring local operating systems and database software over the Microsoft Windows system and foreign software. Government ministries above the level of the local council were required to include “safe and reliable” information processing criteria in tenders.

China’s Ministry of Industry issued a notice in late December with three separate lists of processors, operating systems and central databases deemed “safe and reliable” for three years after the publication date, all from Chinese companies. Intel and AMD did not respond to Reuters’ request for comment. The announcement is actually a counter-reaction to the goal of the American Chips Act of 2022, enacted by the Biden administration, – to strengthen semiconductor production in the US and reduce dependence on China and Taiwan, including economic assistance for domestic production with subsidies for the production of advanced chips.
