Competition opens a public consultation on the supervision criteria of Adif canons

The period of this public consultation, whose observations will be public, on the criteria to supervise Adif’s railway fees will be available until December 22. The Commission points out that “like other administrators in Europe, it uses a system of fees that allows railway companies – in the Spanish case, Renfe, Iryo and Ouigo, among others – to access said infrastructure and offer their services.”
Along these lines, it indicates that these amounts “must be predictable to favor the long-term investments that companies must undertake. They are mainly made up of two parts: the fee itself, which must reflect variable costs depending on the traffic, and the surcharge, which can be added, only when the market can accept it, to recover other costs assumed by infrastructure managers.
This body recalls that it is “competent to supervise the canons” and that it has prepared a Communication project on the principles and criteria that will guide its actions in the exercise of that function. Compared to the current calculation model, in recent months the option that has gained the most weight is to subsidize the deficits that result after reaching the optimal balance between the highest possible fees to obtain the greatest number of travelers possible and that does not affect the Adif results.
