Although the council was supposed to be surprised by the participation of the top pro-Kadre leaders, the notable leaders of the party did not attend the conference except Sahidur Rahman Tepa, the influential presidium member of the party known as the pro-Kadre party and the additional secretary general of Khulna division. As a result, many feel that the work of forming a strong national party under the leadership of Roshan faced the challenge of the leadership of GM Quader and Mujibul Haque Chunnu.
The council does not have a large section of Roshan Ershad’s closest and trusted associates including ex-ambassador Ghulam Masih, SMM Alam, Iqbal Hossain Raju. Those who were always with Roshan Ershad in happiness and sorrow, before and after becoming the chairman of GM Kader’s team. At the end of the council, it remains to be seen how the leadership of the pro-Roshan National Party will be.
Matsabhavan and Shahbagh area along with the entire engineering institute have been decorated in vernal style around the 10th conference of the pro-Roshan Panthi National Party. The venue is covered with colorful posters, festoons and banners. Festoons with pictures of developmental activities of Ershad’s regime have been installed on the road islands. A two-storied stage has been constructed. All arrangements have been completed with the target of 12 thousand councilors and delegates attending. But most of the chairs have seen more hired people than activists.
Jatiya Party co-chairman Kazi Feroze Rashid is presiding over the council in the presence of Roshan Ershad, wife of late Hussain Muhammad Ershad. President of Krishak Sramik Janata Party Bangbir Quader Siddiqui, former minister and secretary general of Japa unit Sheikh Shahidul Islam, Chairman of Bangladesh Islamic Front MA Mateen, Chairman of BLDP M Nazim Uddin Al Azad, Chairman of Bangladesh Human Party, Assistant Ambassador of China Feng Jijia and others appeared as guests in the conference.
The program of the conference officially started at 12 noon with national anthem and hoisting of national and party flags. In the beginning, the condolence proposal was read by the vice chairman of the party, Ziaul Haque Mridha. Kazi Mamunur Rashid presented the organizational report.
In this direction, the Dhaka Metropolitan Police has strengthened the security system in Ramna area of the capital to complete the 10th National Conference of Jatiya Party. Two levels of security measures have been taken. Additional CCTV cameras have been installed. Additional police have been deployed from Shahbagh to Matsya Bhavan. RAB has also taken security measures.
According to a party source, this time Roshan Panthi’s council is bringing major changes in the constitution. By breaking the single leadership, the balance of power is being brought in the constitution to run the party democratically. The Presidium, the party’s top policy-making forum, is being brought down. Joint General Secretary, an important organizational post of the Party, has been limited to eight divisions in order to reach the grassroots party activities and facilitate the work of the Party General Secretary. A new important post has been created in the constitution to balance the powers. The post of Co-Chairman has also been reduced. Provision has been made to appoint one person as chief adviser to the party chairman to assist him politically.
However, it is not known who is coming in these positions. Very secretly these decisions and the documents related to amendment of the constitution have been kept under the control of the constitution subcommittee. In the council, the final decision papers will be handed over to the members including Election Commission chief Golam Sarwar Milon.
