Deputies and senators are convened in extraordinary session from this Monday, January 29. On the agenda, the presentation of the implementation program of the General State Policy (PGE).
After his appointment as head of government, Christian Ntsay must present to the National Assembly the program for implementing the General Policy of the State. A long exercise, often without interruption, during a plenary session led by the President of the National Assembly, in this case Christine Razanamahasoa. According to the Constitution, the Prime Minister has thirty days following his appointment to present the main directions of his government program, the main reforms and measures he wants to put in place.
This presentation will focus on the three pillars of Andry Rajoelina’s five-year term, namely strengthening human capital, industrialization and good governance. The agenda was set by decree of the President of the Republic during the Council of Ministers. In addition to the presentation of the PGE implementation program, the reform of the penal code aimed at strengthening sanctions against rape of children under 10 years old, as well as a bill amending law 2014-020 on Decentralized Territorial Authorities (CTD) will be on the agenda.
Apart from substantive issues, the emphasis will be placed on the atmosphere which reigns in Tsimbazaza. Since the episode of motion of censure against the Ntsay government in December 2022 and the dismissal of Christine Razanamahasoa from the presidential party, the atmosphere has remained gloomy in the hemicycle. During the two ordinary sessions of 2023, Tsimbazaza has already encountered many difficulties in bringing together half of the elected officials.
This meeting will also be an opportunity to assess party cohesion and discipline in the Orange camp, with draft laws on toughening sanctions against child rape and modifying the law on decentralized territorial authorities. ‘agenda.
