The state can subsidize entrepreneurs from new regions (DPR, LPR, Kherson and Zaporozhye regions) from 50 to 80% of the cost of licenses for Russian software. This proposal was discussed in September at the Federation Council with the participation of representatives of IT developers, regulators and specialized funds. Two participants in the meeting told Vedomosti about this.
A similar mechanism for subsidizing small and medium-sized businesses (SMEs) with 50% of the purchased set of Russian software was already implemented by the Russian Fund for Information Technology Development (RFIT) in 2021, Vedomosti’s interlocutors explained. SME companies could purchase software from a certain list at a 50% discount, and the state compensated half the cost of the license to its manufacturers. They want to extend the same mechanism to new regions, they say. But so far the volumes of funding and their sources have not been determined and whether RFRIT will continue to administer funds for new regions is not clear.
