The Ministry said in a statement, received by the (INA): It “pays great attention to the financing aspects of implementing and financing the investment projects included in the Budget Law for the year 2023 and for all governorates, and the allocations allocated to them have been determined in compliance with the Financial Management Law, in order to advance the service reality and support “Everything that would contribute to pushing the wheel of reconstruction and construction forward.”
He added, “The Ministry has launched, through the Accounting Department, the necessary allocations for the workloads for investment projects implemented in the governorates without delay, in accordance with the standards required by the disbursement sections, as follows:
First: The work phases completed until the end of June 2023 were launched in accordance with the Financial Management Law.
Second: The delay in listing investment projects by the governorates and the Ministry of Planning for the year 2023 until August led to a delay in the release of funds.
Third: There are projects that were funded more than the allocated working hours by the Ministry of Planning, and the failure to include the components by the governorate and the Ministry of Planning despite their funding from the Accounting Department led to an overrun that needs to be addressed by the governorate and planning so that the ceilings for the year 2024 when included from planning are correct. “.
She pointed to “the cases of delay by the governorates in including the additions in the amended Schedule E, which were received by us after the end of the year 2023, and some of which have not been received until today. In the event of a lack of funding, they must be marked as 2024.”
She continued: “According to Article 77 Second of the Budget Law for the year 2023, the governorate is required to notate its projects for the year 2024 with the Ministry of Planning, approve them, and send them to Finance for notation and consideration of financing, and there is no delay by Finance without all governorates addressing what was mentioned above.” In coordination with planning.
