Food disaster: Russians became hostages of agricultural holdings

The unprecedented rise in prices for potatoes and vegetables prompted the agrarian department to adjust plans for the development of agricultural production. There they are hastily developing measures to support private household plots – personal subsidiary plots.

It turned out that they had not been saved and had not been examined. And they, it turns out, fed the people with vegetables: 65% potatoes and about the same for vegetables.

It turns out that there will be no private household plots – there will be no own garden in Russia?

But since the authorities are concerned, there is a hope that private household plots will still remain as a class. Moreover, to some extent, a golden shower of development loans and various subsidies will fall over them. Starting next year, private traders will be able to receive state aid.

As if on cue, the talk that small-scale farming is a thing of the past fell silent, that all over the world, on the contrary, people are fed (ha-ha) not by single farmers, but by large agricultural corporations. Domestic officials cited examples from the United States and other countries, named convincing advantages of large-scale production, with which it is difficult to disagree.

That having such a backbone as agricultural holdings, it is more convenient to manage them from the center – these are not thousands of “appanage princelings” who pull the blanket over themselves and try to snatch something. There is already state thinking, an approach. It is easier to make up a program for the development of the agro-industrial complex, to lower plans, if not for a five-year period, then at least one season in advance. For such enterprises and soft loans, and all sorts of concessions in taxation, in the sale of products.

So why then did they remember about private household plots? According to the agricultural census, there are more than 2 million of them in the country.

It turns out that our major players in the agrarian business pumped us up, did not justify high confidence. This year, the state has lowered their plans by 10%, compared with 2020, to increase the cultivated area for potatoes. So that last year’s situation does not repeat itself with the “second bread”. And they not only did not increase, but also reduced them by 10%. Many large producers decided to abandon cabbage altogether, because in 2020 it cost a pitiful penny, an unprofitable crop.

Large corporations cannot cope with this task.

All hope for the population. Back in 2000, personal subsidiary plots produced almost 75% of all vegetables, and now a little more than half. And private production in vegetable gardens (according to the law, these plots can be from 0.5 hectares to 2 hectares) has been steadily decreasing in recent years.





In this process, some experts see an optimistic beginning: Russians trust their native state so much that they no longer care about anything: neither about the deficit, nor about prices. I went to the supermarket and bought what I needed for the borsch set. Others explain this widespread phenomenon (private traders reduce their vegetable plantings by about a million hectares a year) explain the lack of material incentives and problems with the sale of the harvest.

Get the peasant people interested in the ruble – and the gardeners will again overwhelm us with the gifts of nature.

But who will revive the village like the Phoenix bird? Who, as in the old days, will plant their weave with vegetables?

Villages are dying out. Over the past 10-15 years, out of 150 thousand rural settlements, 20 thousand have been completely depopulated. About 5 million people left the village and their home in search of a better life. Where some kind of life still glimmers, the old people are not ready to wave hoes and shovels in the gardens – the strength is not the same.

It is clear that young people have moved to the cities, they will not work on the land for any price. Everyone wants to be security guards in stores.

You will say that the state knows this and, back in 2018, adopted a program for the integrated development of rural areas? With the construction of schools and hospitals in the countryside, roads and high-speed Internet. So that everything is like in the city, and even better.

Everything is correct, the state knows. And this program was accepted. Only it is financed more than 5 times less than it was supposed on paper. Someone already believed that if you collect all the money allocated for the comprehensive development of the village, then the remaining villages will receive 200 thousand rubles each.

There is also a preferential rural mortgage at very low interest rates. To strengthen the youth in the village, so that they can start an independent life right after school. But, according to the audit of the Accounts Chamber of the Russian Federation, the lion’s share of subsidized housing goes not to milkmaids or machine operators, but to city dwellers who are not going to change their lifestyle.

Finally, according to the federal law of 2003, personal subsidiary plots are created in our country purely in order to self-support our family with food. No such surplus to sell. For this reason, they have the right not to officially register anywhere and are exempt from paying sales taxes.

If now the state shows its paternal concern for them and all of them suddenly become commodity producers, will such a privilege remain for them?
