O average price of cooking gas started to accumulate an increase of 11.9% since Monday (1st). According to Sindigás, this occurs because of the amendment that establishes the collection of a single rate of ICMS (Tax on Circulation of Goods and Services). The calculations take into account that the measure will raise the value of the tax from R$ 14.60 to R$ 16.34.

The greatest impact will be felt by families in Mato Grosso do Sul, where taxation was BRL 8.86. The increase is equivalent to an additional charge of 84.5% in the amount of ICMS on fuel used in homes. In Sergipe, the effect is 56.2%. In Amapá, the increase reached 43.8%.

According to the latest survey of gas prices, carried out in the week of April 23 to 29 by the ANP (National Agency of Petroleum, Natural Gas and Biofuels), Roraima registered the highest average price of the 13 kg cylinder (R$ 129.91 ) and Rio de Janeiro, the lowest (R$ 95.10).

The unification of ICMS collection was established by Complementary Law 192, of March 2022. The measure, which should have entered into force in January of this year, was extended so that the states could adjust their systems for the implementation of the new model.

The date for the adoption of the so-called “single-phase regime” of taxation was only determined after a meeting of Comsefaz (National Committee of State Treasury Secretaries) and entities from the oil and gas sectors with Minister André Mendonça, of the STF (Federal Supreme Court ), at the end of March.

“The Farms were already aware of the difficulties of the fuel and gas sectors to adjust the systems for the implementation on April 1st”, says a note from Comsefaz after the meeting. As a result, it was determined that the changes would take place on May 1st for diesel and LPG.

Sindigás defines the possible increase in product costs with the implementation as “unacceptable”. The entity also expresses its commitment to the understanding that change can mean progress, but points out that “the current insecurities represent risks, in addition to possible cost increases for the final consumer”.

“The existence of necessary technical and regulatory issues/requirements not yet defined by the various federative units brought a scenario of total insecurity for all links in the LPG supply chain”, says the union, responsible for more than 99% of gas distribution cuisine in Brazil.

At the same Comsefaz meeting, it was decided that the single rate of ICMS (Tax on Circulation of Goods and Services) on gasoline and anhydrous ethanol will be RS 1.22, applicable from June 1, 2023.
