The bill creating the Sustainable Water Sources Program began to be processed in the Legislative Assembly. The proposal presented by Governor Eduardo Riedel (PSDB) aims to protect, recover and perpetuate water resources so as not to leave the population running out of water.

In the justification, the Executive explains the relevance of the project given the moment of climate change on the Planet.

“The primary intention in creating this Program is to encourage the implementation of artificial water reservoirs by property owners, aiming to have water availability in scarcity, improve the quality of recharge of springs (springs and aquifers) and prevent rainwater from reaching them inappropriately, reducing the potential for environmental damage originating in properties located in the Mato Grosso do Sul territory”, argued Riedel.

Among the measures is the construction and maintenance of dams, dams, terraces and other ecotechniques (technique or intervention procedure in the soil or watercourse that presents a positive environmental balance) for the storage of water on rural properties, aiming to capture , flow regulation and conservation of water resources and creation of mechanisms to promote and encourage the recovery and protection of springs.

The program will follow the guidelines established for the prevention and control of the harmful effects of excessive surface water runoff and droughts, caused by variation in rainfall regimes, specifically, in the Atlantic Forest and Cerrado biomes, in the State.

Owners of water reservoirs built under the Sustainable Sources Program must implement soil and water conservation practices and integrate the reservoirs into the property’s soil management and conservation.

All technical guidelines will be established by Imasul (Environmental Institute of Mato Grosso do Sul).

Owners of water reservoirs, already implemented until the publication of this law, must request regularization from the institute, being able to join the Sustainable Sources Program.

Expenses arising from the implementation of the program will be paid by funds and donations, public or private.
