Imports of passenger cars to Russia have tripled

In the first 10 months of 2023, 889,400 passenger cars were imported into Russia, which is 2.8 times more than in the same period last year. This is evidenced by data from the Avtostat joint venture and the electronic PTS system – “Passport Industrial Consulting” (PPK). More than 60% of the total number of imported cars are new cars (546,800 units), about 40% are used (342,600 units).

October 2023 was a record month for the import of new passenger cars. In total, 86,800 new cars were imported last month, Autostat said. The previous record was set a month earlier in September, when 80,800 vehicles were imported.

China has become the main supplier of new cars to Russia in 2023. It accounted for about 80% of all deliveries. Autostat experts name Kazakhstan, Kyrgyzstan, and, to a lesser extent, Armenia and the UAE among the supply routes. Japan is the main supplier of used cars, its share is 54%. Used foreign cars also come from Belarus, South Korea and Germany. Since August 9, Japan has imposed an embargo on the export to Russia of new and used cars with an engine capacity of more than 1.9 liters, as well as hybrids and electric cars.

The most popular brands of new imported cars are Chinese Chery (23%), Changan (10%), Omoda (9%), Geely (8%) and Exeed (7%), calculated in the PPK. Omoda and Exeed are sub-brands of Chery, meaning this automaker as a whole accounts for almost 40% of imports. In just 10 months of this year, 94,284 Chery cars were sold in Russia – 3.6 times more than in the same period in 2022. This result allowed the brand to take second place in the top sales after Lada. For comparison, in third place, with a lag of 12,303 cars behind Chery, is the Chinese Haval, which is produced at a plant in the Tula region.

The most popular brand among imported used cars is Toyota with a share of 27.4%. It is followed by Honda (16%), Kia (7%), BMW (6.5%), Nissan (6.3%) and Hyundai (5%). In just 10 months of 2023, 4.84 million used passenger cars were sold in Russia – 23% more in annual terms, Autostat calculated.

According to PPK estimates, for the entire 2023, about 1.1 million new and used passenger cars will be imported into Russia. “This will be an absolute record for many years. Next year, due to a significant increase in recycling fees and an increase in domestic production volumes, automobile imports should decrease slightly,” the company said in a statement.

The scrap tax for passenger cars – a one-time payment made for the production or import of equipment – was indexed from August 1 by 1.7-3.7 times, depending on the engine size of the vehicle. The volume of domestic production of passenger cars over the three quarters of this year increased by only 2.7% in annual terms to 358,000 vehicles, according to Rosstat data.

In 2024, car imports will fall, agrees independent automotive industry consultant Sergei Burgazliev. According to him, a significant increase in production at domestic factories, in addition to Avtotor, is not expected at least in the first half of next year. The import of used cars registered to individuals will decrease less than the import of new cars, Burgazliev predicts. Those who wanted to buy a car this year at lower recycling rates have already done so, the expert explains.
