“Excellence Mr. Minister,

Mr Minister Secretary General of the Government,

Mr Secretary General of the MEHH

Ladies and gentlemen cabinet executives,

Ladies and Gentlemen Directors,

Ladies and gentlemen, all protocol observed,

Distinguished guests,

In this blessed period of the month of Ramadan and Lent, I take the opportunity to humbly thank the Almighty for his blessings and to pay tribute to my parents for the education and values they transmitted to me and to my dear wife for the constant support throughout my professional journey since we became one.

I would like to express my deep gratitude to the President of the Republic, the Lieutenant General, HE Mamady Doumbouya, and the Prime Minister head of government, Mr. Amadou Oury Bah, for the trust they place in me in appointing me to head this important department.

By taking the reins of this ministry, I am fully aware of the crucial issues in terms of energy, hydraulics and hydrocarbons. These sectors are vital for the economic and social development of our country. Because they make it possible to meet the needs of the population by promoting the growth and well-being of all.

The challenges are numerous, but I am convinced that the talents and skills of the members of this department are more than up to the task.

My past experience in this department in my capacity as General Director of the Guinea Water Company, allowed me to appreciate the professionalism and dedication of everyone; I am sure I can count on your support.

I am confident that the highest authorities in our country will continue to support our department in a sustained manner.

Mission

As Minister, my mission will be to implement the ambitious energy policy defined by the President of the Republic while guaranteeing sustainable development for future generations. It is crucial to strengthen energy supplies, preserve our natural resources and reduce our carbon footprint by moving increasingly towards clean energy.

Vision on drinking water

My vision of Development of the Drinking Water sector, which is more than 20 years behind in investment, will be based on the following strategic studies: The National Water Policy;

The Master Plans for drinking water supply in Greater Conakry and the 26 towns in the interior will serve as an infrastructure development plan;

The sectoral policy letter with a review of the legal, regulatory and institutional frameworks, the tariff study and the financial model for the drinking water sector will be our compass for the reforms to be carried out in this sector.

Hydrocarbons

When it comes to hydrocarbons, we must adopt a balanced approach that promotes economic development while minimizing environmental impacts. The exploration of sustainable alternative energy sources will remain at the heart of our actions.

Finalize the legislative framework to make it attractive with a view to promoting

research and exploration;

Continue efforts to finalize and implement regulations for the butane gas sector;

Continue actions to materialize gas projects (manufacturing plant and construction of the Kontah gas depot);

Increase efforts in raising awareness and educating populations for better introduction of gas into households

Ladies and gentlemen,

I am committed to working with determination and dedication to succeed in the complex missions entrusted to us. I am aware of the challenges ahead, but I am convinced that together our collective commitment will allow us to overcome obstacles and realize the vision of the President of the Republic, HE Mamadi Doumbouya, for a better future for Guinea

It is crucial today to review our discourse regarding the hydrogeological potential of our country to change mentalities. Climate change has changed the data almost everywhere. You have to go to river sites to understand the situation. It is essential to be transparent and completely transparent in the management of water, electricity and hydrocarbons, as well as to communicate, inform and raise awareness among populations about the difficulties encountered. In addition, like countries like Ivory Coast and Senegal, our country Guinea must necessarily have hydrocarbon resources, hence the need to strengthen research and innovations at the department level. I would like to express my gratitude to the outgoing Minister and the executives of the Guinea Water Company for their valuable work and support during my previous mandate. Their contribution was invaluable and greatly contributed to the implementation of my vision.

Thank you,” declared Minister Aboubacar Camara.
