In Moscow, from October 28 to November 7, cafes and restaurants, beauty salons, baths, saunas, fitness clubs and swimming pools, dry cleaners, laundries and other organizations that provide consumer services, cinemas, circuses, concert halls and libraries will be temporarily closed. Also, stores in which the share of food and essential goods is less than 30% of the total assortment will not work. Polyclinics and hospitals, including private ones, vaccination points in shopping centers and MFCs, grocery stores, public transport and pharmacies will continue to operate. Theaters and museums can only be visited with a QR code that confirms vaccination or transferred COVID-19.

From October 25 to February 25, employers in Moscow will have to transfer at least 30% of employees to remote work, including all people over 60 and people with chronic diseases. Service companies must vaccinate at least 80% of employees against coronavirus by January 1. Elderly Muscovites and people with chronic diseases from October 25 to February 25 must self-isolate at home or in the country. Those who have been vaccinated against coronavirus or have had it in the last six months can not isolate themselves.
