New parking system in Prague: Criticism of town halls! They do not like the conditions for supplies or visits

The proposal for modifications, which the municipality sent to the city districts at the beginning of last December, includes, for example city-wide parking cards for visitors, the option for residents to pay less for a smaller area of ​​permitted parking, the possibility of monthly payments or special permit for supplies or carers. It also cancels portable parking permits or free parking for electric cars.

Municipal districts could comment on the proposal until the end of January, the municipality now theirs will deal with the initiatives and then the capital city council should vote on the adjustment of the zoning system. Since it is a regulation, and not a city ordinance, the approval of the councilors is sufficient for its approval and there is no need for approval in the council.

According to the statements of their representatives, the town hall sent a large number of comments on the modifications. The central parts are particularly disliked the introduction of a special parking permit in blue zones for supply vehicles, according to the Prague 1 councilor for transport Vojtěch Ryvola (nez., formerly ANO), it will complicate the parking of local residents. Prague 2 and Prague 3 also have reservations about supply.

Prague 2, on the other hand, supports the proposal to introduce a credit of 120 hours per year for visitors, which is supposed to replace visitor parking in blue zones with the use of virtual parking hours. On the other hand, the management of Prague 3 does not like this, according to which the current method is established and fundamentally does not complicate parking. “We perceive the introduction of an hourly resident credit as an unnecessary step that unnecessarily complicates the existing system,” reads the comments of the town hall. Prague 5 also requires the preservation of the possibility of parking for visitors in blue zones for one hour.

Prague 7

The new rules as a whole are criticized by the management of Prague 7. “Unfortunately, the proposal for new rules for paid parking zones does not bring any fundamental improvement to the current situation,” said its deputy mayor Pavel Zelenka (Praha Sobě). According to him, the proposed parking for visitors will significantly complicate the system for users, as residents will have to enter the registration marks of their visitors into the system and monitor the 120-hour limit per year. “Similarly, the supply system is becoming more complicated, which requires entering the specific registration marks of supply cars into the system, which in practice will be difficult for establishments to fulfill, as they are supplied by different cars from different suppliers,” he added.

Zelenka considers the benefit of the proposal to be that, according to the new rules, the city districts could determine the price for parking themselves, which is also welcomed by Prague 1 and Prague 5. On the contrary, Prague 3 or Prague 2 criticize it. “We consider such a decision to be unsystematic, even with regard to the border areas of individual city districts, in which there would then be a difference in the price of parking. Parking rules should be fair for everyone,” said Prague 2 councilor for transport Tomáš Halva (TOP 09).

The proposal that the municipality sent out did not yet include possible price adjustments, which the city management plans to discuss. Residents now pay 1,200 crowns for an annual parking card, which, for example, the Prague Greens criticize as too low an amount considering the usual prices for occupation of public space.

Paid parking zones were first introduced in the capital city in their modern form in 1996 in the Prague 1 district, where efforts to regulate traffic appeared as early as 1982. Subsequently, they expanded and operate in Prague 1, 2, 3, 4, 5, 6 , 7, 8, 9, 10, 13, 16 and 22. The municipality collects around half a billion crowns annually from parking fees.

The capital is preparing a colossal parking reform.
