Notice of the Exceptions Committee as part of the import reform – public participation

In 2015, a significant reform of food regulation in Israel was carried out, at the heart of which was the enactment of the Public Health Protection Law (Food). The main purpose of the law was to ensure that the general public in Israel would have access to a variety of types of food at an adequate level of quality, integrity and safety and at reasonable costs.

One of the main ways to achieve the goal of the reform is to compare the Israeli regulation with that practiced in developed countries, which leads to relief both for the import of food to Israel and for its local production in the Israeli food industry (for local consumption and export).
Further to the mentioned reform and the concepts underlying it, within the framework of the latest Settlements Law, the Public Health (Food) Law adopted 4 central European directives that regulate extensive areas of food production. The adoption of the directives eliminates the need for most of the unique official Israeli standards in the field of food.

Due to various gaps in the government systems and the different regulatory structure between Israel and Europe, it was determined that some of the official food facilities in Israel will be maintained even after the adoption of the European directives, if the Director General of the Ministry of Health requests it, and if the Exceptions Committee determines that this Required to protect public health in Israel.

We seek to receive the public’s views regarding the principles for exercising discretion that reflect the committee’s view, as well as individual references regarding the standards themselves and the reasons for and against allowing these standards as official and binding standards.

Against this background, we invite the general public, representatives of the business sector, organizations and associations dealing in the field, to address the issue presented.

The Exceptions Committee will examine in depth all the references that will be forwarded, and if necessary will allow the participants who raise essential central issues to raise their claims before the committee in its next sessions.

Due to the committee’s tight schedule, we will be able to receive your comments until Thursday, August 18. The committee does not undertake to consider references submitted after this date.
