BOLZANO. The provincial council of Bolzano has approved the implementing regulation of the provincial law of 16 August 2023, n. 19, “Discipline of the cultivation of mineral substances”. The primary objective of the standard, explains a note, “is to ensure an optimal balance between the need for raw materials and a responsible and sustainable approach to their extraction. This means guaranteeing companies a stable and economical supply, preserving the integrity of the landscape and the natural environment”.
This is a sector, underlines the councilor for economic development, Marco Galateo, “at the crossroads of important challenges, often finding itself at the center of tensions between the needs of construction companies and the priorities of landscape protection. It is essential to remember that the material extracted is essential not only for buildings and factories but above all for creating vital public infrastructure such as roads, public buildings and housing”.
Among the innovations introduced, the regulation places particular emphasis on environmental compensation measures, which they will now be managed by the Municipalities e financed for more than half by the cultivation burden (51%) borne by the owners of the quarries. The approved provisions also concern the management of deposits for environmental restoration works, the annual monitoring of cultivation activities and the documentation required for authorisations, thus ensuring transparency and effective control over this crucial sector.
