Last spring, S leader Magdalena Andersson and party secretary Tobias Baudin appointed eleven working groups that will renew the Social Democrats’ policy in a number of areas.

During the autumn, the groups produced analyzes of society and which factors lie behind the problems Sweden has, including growing gang violence. Several have pointed to high immigration and segregation as explanations, which has led to internal criticism that the party’s rhetoric is reminiscent of that of the Sweden Democrats.

“Need strict immigration”

However, Riksdag member Teresa Carvalho does not agree, she believes that there is a big difference between S and SD. Carvalho leads one of the groups that is internally expected to come up with the most controversial proposals – that of breaking up the gangs and breaking new recruitment.

– When we say that we need strict immigration, for us it means that we now need the conditions to build a stronger community in which everyone, regardless of ethnicity or religion, can be included. Then society must step in and offer the requirements and support required, she says.

Carvalho sees a number of explanations behind the growing gang violence. Immigration, lack of integration, the reorganization of the police in the 2010s and the fact that society has withdrawn are among the things she mentions. But also negative values.

– Where social problems are concentrated, it has become a breeding ground for unhealthy norms and values. We see how young guys idolize thugs and learn to hate the police at an early age.

The S working groups must present their proposals by June at the latest. The first from Teresa Carvalho’s group is about expanding the Act on the care of young people:

– For quite some time, many have pointed to the need for sharper tools for social services, more compelling measures, to access these young people. But few have pointed concretely to what it could be. That is what we are now doing, she says.

Personal monitors

Primarily, Teresa Carvalho’s group wants young people to go to school, the party has previously proposed compulsory high school until the age of 18. If that doesn’t work, they should instead be forced into a job, through a work obligation in the public sector.

– Above all, I think it’s about jobs within the municipality, but it could also be authorities and state companies, even Samhall. What I primarily think about is cleaning, housekeeping, mowing the grass, washing the municipality’s car pool.

The social services must also be able to point-mark young people on the move with personal monitors during all or part of the day, force them to wear foot shackles and be controlled electronically. All measures must be able to be used individually or in combination with each other.

Carvalho admits the measures would be costly, but thinks it’s worth it. A gang criminal costs even more, she reasons.

– The public sector must simply bear an increased cost here and now in order to save society very high costs and more serious crime in the future.

According to sources within S, the people who have been tasked by the party leadership to lead the working groups are those who are seen as possible ministers in the event of an S election victory in 2026.

Carvalho, who together with member of parliament Lawen Redar is seen as S’s hottest name right now, states that she is “proud and happy” to be part of the work.

– I feel that it is a genuine desire on the part of Magdalena Andersson and Tobias Baudin to use the time in opposition to really examining ourselves and practicing the necessary self-criticism. It is needed if you are to be able to look forward in a credible way and make repositionings, she says.

This is how the S group wants to expand LVU

The working group wants the efforts within the framework of the Act for the care of young people, LVU, to be expanded and for the Social Services to be given the opportunity to take more measures.

Among other things, it is about being able to assign a young person to a certain job, a work duty. But also for teaching through compulsory education. In addition, they want a young person to be able to be monitored all or part of a day, either by assigning a personal companion who points the person or through a digital foot shackle that monitors the young person geographically.
