Tarcísio’s allies win ‘battle’ of Alesp’s CPIs after confusion and 3-day queue

SÃO PAULO, SP (FOLHAPRESS) – After confusion between base and opposition deputies in the Legislative Assembly of São Paulo, the protocol of CPIs, made this Friday morning (24), followed the order of the queue of advisors installed three days earlier in the corridors of the House, which favored parliamentarians allied with Tarcísio de Freitas (Republicans) and President André do Prado (PL).

To avoid commissions that wear down the government, deputies from parties such as the PL, Republicans, PP and União Brasil filed CPI requests on various topics —such as Enel, Lojas Americanas, the increase in homeless people and financial pyramids.

There is also a CPI to investigate prescribed medical procedures for underage trans patients, proposed by Bolsonarist deputy Gil Diniz (PL).

The PT intended to file a CPI on the shooting in Paraisópolis that took place during Tarcísio’s campaign agenda – one person was killed.

Deputy Eduardo Suplicy (PT), 81, argued that the Statute for the Elderly would give him preference in the queue of the CPIs, but the right-wing deputies who were in the first places did not give in.

CPIs are installed in the order they are filed, and only five can work at a time. In practice, 15 to 20 CPIs fit into a four-year legislature. Therefore, there is a race for a place in the queue — something that has become a tradition at Alesp.

The opposition, formed by leftist parties such as PT, PSOL and PC do B, argues that the allied deputies had privileged information and, therefore, started the queue in advance. The PT went to court to try to annul the queue.

32 signatures of deputies are required to file a CPI. Investigations by the São Paulo Legislature have a period of 120 days and can be extended once, for 60 days, adding up to a maximum period of six months.

The mere protocol of the CPIs, however, does not guarantee their functioning. This depends on the president of the House creating the commission, the parties defining their members, the oldest member calling the first meeting, the members electing the president and rapporteur, and that there is a quorum for the other meetings.

All of these steps usually face obstruction from the base or the opposition, depending on the topic of the CPI.
