Primary Health Care Strengthening Plan 2024-2026 it is planned to improve the accessibility of doctor’s practices. Currently, their number is decreasing – especially in the Latgale and Zemgale regions, so it is necessary to bring in new forces into the industry. One of the solutions – allowances for rural family doctors and the possibility of hiring an additional employee (funding for this is provided in the budget). Possibilities for closer cooperation between family doctors, including joint practices, are also being considered.

The allowances will be reviewed. Currently, the family doctor’s practice card has already been created, and the Ministry of Health (MoH) is scheduled to negotiate with local governments to adjust it according to their needs, in order to find out the necessary infrastructure improvements and population changes. There are also outlines for the concept of optimal practice, including, for example, the optimal number of registered patients, the expansion of the primary health care team (funding for hiring additional employees is allocated in the state budget). In order to attract doctors to rural regions, the review and implementation of the allowance is planned, while it is planned to use the structural funds of the European Union to ensure regeneration. Several measures are planned to attract new doctors: improve the planning of the replacement of family doctors, improve the cooperation of residency students with the National Health Service, improve the financing of a newly opened practice, motivating the new doctors to continue working and collect the necessary number of patients. The range of services provided will also be expanded and includes a revision of the tariff of manipulations carried out in practice, as well as a new implementation (one of them is a CRO test, which is an important investigation in the assessment of acute inflammation or disease progression/reduction).

The Ministry of Health is also moving towards the development of multi-professional primary health care: it envisages both a collaborative practice model, in which there would be a family doctor and a physiotherapist or another specialist, and the creation of a joint practice – in which there would be three family doctors, a physiotherapist, a midwife and other specialists.
