The government has approved a strategy for the development of unmanned aircraft until 2030 and for the future until 2035. The corresponding order was signed Prime Minister Mikhail Mishustin.

The Ministry of Industry and Trade with the participation of the Ministry of Transport and the Ministry of Education and Science will control the implementation of the strategy. The main goal of the document is the emergence over the next 6.5 years of a new sector of the economy related to the production and use of civilian drones, the government stressed.

The strategy is built on five key areas. The first includes stimulating demand for domestic unmanned aerial systems (UAS). This stage includes the formation of new market segments with the priority of using Russian systems and components.

The second direction involves the development and mass production of such systems. At this stage, it is proposed to create a system of scientific testing and competence centers from 2023, as well as certification and implementation of Russian drone control protocols.

In the third direction of the strategy, we are talking about the development of infrastructure – airfields, heliports and drone ports. It also includes the organization of information security, taking into account the use of cryptographic protection tools certified by the FSB of Russia.

In addition, the strategy also includes the training of personnel for unmanned aircraft, including the development of professional training programs in 2024 and the holding of competitions to increase the prestige of such work. The Ministry of Education and Science, the Ministry of Education, the Government of Moscow and ANO “NTI University 2035” were instructed to create a digital register of personnel in this area.

And the final – the fifth direction of the strategy – implies fundamental and promising research in the field of ALS.

The government notes that the greatest potential for the use of drones is in agriculture, construction supervision, as well as in the field of geospatial databases. The use of drones is also promising in the sector of cargo delivery to hard-to-reach areas. In Russia, there has already been a successful experience in the use of civilian drones, only in the field of environmental control they allow you to find four times more violations with the same staff of inspectors, the government said.

At the end of 2022, Russian President Vladimir Putin instructed the government to approve by June 2023 a strategy for the development of unmanned aircraft in Russia. It was clarified that the measures enshrined in the document should, among other things, be aimed at developing the mass production of drones and their components. In April, Putin admitted that the volume of the unmanned aircraft industry in Russia could reach 1 trillion rubles. First Deputy Prime Minister Andrey Belousov then announced that by the end of 2026 Russia would enter the production of drones in the amount of 18,000 units per year, which would cover 52% of domestic demand.
