The government of the Russian Federation did not support the draft law on reducing the cost of OSAGO for Russian cars, depending on the level of localization of production. About it informs TASS with reference to the draft conclusion of the Cabinet commission on legislative activities.

“The government of the Russian Federation does not support the bill,” the document says.

The Commission refers to the law “On Compulsory Insurance of Civil Liability of Vehicle Owners”, according to which the Bank of Russia sets limits on the base rates and coefficients of insurance rates, as well as the procedure for their application by insurers under an OSAGO agreement. The Cabinet emphasized that compensation for insurance to certain categories of citizens by raising insurance rates for others is unacceptable.

They added that a change in the basic rates of the insurance rate depending on the level of localization of the car is possible if such a level affects “the potential amount of harm caused and (or) the likelihood of harm” when using the car, since the cost of OSAGO depends on “the level of risk inherent in this contract.”

The document also states that the goal of increasing demand for Russian-made cars cannot be achieved by the proposed amendments to the law.

A bill to reduce OSAGO for Russian cars was developed by Andrey Kutepov, Chairman of the Federation Council Committee on Economic Policy. In May he made a document to receive a response addressed to Deputy Prime Minister, Head of the RF Government Staff Dmitry Grigorenko. Kutepov proposed to reduce the cost of insurance for car owners, the degree of localization of which exceeds 600 points.
