The Ministry of Digital Development, Communications and Mass Media presented a draft strategy for the development of the communications industry in Russia until 2035. Document published on the website of the department.

According to the strategy, by 2030 Russia plans to complete the use of 3G technology and begin the development and trial operation of domestic equipment of 5G and 6G-Ready standards, as well as the introduction of the practice of sharing the core infrastructure by mobile operators to deploy 5G networks, and by 2035 – and 6G.

From 2031 to 2025, 98% of households and socially significant facilities will be connected to the Internet with a connection speed of at least 1 Gbps, as well as a complete replacement of LTE equipment and earlier generations with domestic MSW. In all cities with a population of more than 100,000 people, they plan to deploy 5G networks on domestic equipment, with the possibility of creating dedicated network segments for safe and reliable interaction of critical infrastructure facilities and security services. Also during this period, commercial operation of 6G networks will begin.

By the end of 2030, it is planned to introduce systems for filtering computer attacks, including those using artificial intelligence technologies.

Based on the domestic low-orbit satellite constellation, it is proposed to provide coverage of communication services throughout Russia, including federal and regional highways, the Arctic zone and the Northern Sea Route. The same system will provide unmanned aerial system control capabilities and global coverage with the ability to export communication services to foreign countries.

The Ministry of Digital Development of the Russian Federation proposes to introduce an annual indexation of communication tariffs to increase the investment opportunities of operators. For operators, they plan to introduce preferential tariffs for the placement of communication facilities at state and municipal facilities.

The document also provides for the introduction of “trusted TCR” into the category, that is, TCR that meets the established requirements for information security, works in strict accordance with the declared functionality and excludes the implementation of undeclared capabilities. The strategy provides for the permissibility of using foreign-made MSW in the Unified Telecommunication Network of the Russian Federation, provided that it belongs to the category of trusted MSW.

The explanatory note emphasizes that the document is aimed at creating a promising and competitive image of the communications industry, which is going to be achieved through the construction of a modern and secure telecommunications infrastructure, the introduction of new technological areas, the development of scientific and human resources, and the improvement of the regulatory legal framework.
