The Ministry of Finance has submitted a bill to the lower house of parliament for consideration, according to which, starting next year, 100% of excise tax revenues for medium distillates will be transferred to the federal budget instead of 50%, and an additional 4% of excise tax revenues for strong alcohol will be transferred to the regions. The corresponding document has been published on the official portal of regulatory legal acts.

“The proposed measure will eliminate the risks and uncertainty for the budgets of the constituent entities of the Russian Federation associated with a high degree of dependence of the amounts of excise taxes on middle distillates on external factors (as a result of which these excise taxes can take both positive and negative values), and ensure receipts in regional budgets income from a stable source, which is part of the excise tax on strong alcohol, ”- follows from the explanatory note to the document.

It also states that the amount of revenue from excise taxes on middle distillates is highly dependent on the dynamics of oil prices. According to the Tax Code, middle distillates are liquid mixtures of hydrocarbons obtained as a result of primary or secondary processing of oil, gas condensate, associated petroleum gas and oil shale, the density of which does not exceed 930 kg / cubic meter. m at a temperature of 20 degrees Celsius.

Earlier, revenues from excise taxes on middle distillates were distributed equally between the federal budget and the budgets of Russian regions. However, fluctuations in oil prices led to uneven dynamics of receipts and refunds of excise taxes. So, since the middle of last year, the reimbursement of the excise tax exceeded its receipt, the Ministry of Finance noted. Therefore, the proposed redistribution of budget revenues is aimed at increasing the predictability of the inflow of funds to the Russian regions and preventing them from losing revenues.

Instead of funds from excise taxes on middle distillates, an additional 4% of the income from excise taxes on alcoholic beverages produced in Russia with a volume fraction of ethyl alcohol exceeding 9% will be transferred to the budgets of the country’s constituent entities. As a result, the regions will receive about 9 billion rubles. – this corresponds to the amount of excise taxes on middle distillates in the budgets of the subjects of the state before the change in the approach to calculating the excise rate in 2020, the Ministry of Finance explained.
