The Ministry of Internal Affairs has prepared amendments to the Administrative Code, according to which scientific organizations will have to monitor foreign graduate students. If the young luminary of science decides to suddenly quit or quit his doctoral studies, this will have to be reported to the police and the FSB. Otherwise, the management of the young scientist will face huge fines.

The Ministry of Internal Affairs plans to expand the scope of article 18.19 of the code, which provides for punishment for educational organizations that poorly follow foreign students. According to the rules, the management of the institute must inform the migration department, as well as the security officers and officials from education, about each foreign student who is granted academic leave. The same procedure applies if the student has completed his studies or simply stopped appearing in pairs for no apparent reason.

Failure to comply with this requirement is subject to a large fine – from 500 to 800 thousand rubles for the university itself and from 35 to 50 thousand rubles for officials who were supposed to inform the authorities that the rector’s office no longer controls the movement of a foreign student.

According to the Ministry of Internal Affairs, last year 39 employees of Russian universities were prosecuted for this offense.

Now, similar rules are planned to be extended to scientific organizations that accept foreign graduate students and young scientific personnel. At the same time, the size of the fines for scientists will be the same as those existing now for educational institutions.
