Addition of fake work experience of retired persons continues, and work experience is one of the bases for determining the right and amount of pension. Citizens with at least 10 years of service entitled to a pension retire at the age of 63, and those without – at the age of 65. In the case of the first 10 years, each year of service giving the right to a pension increases the basic amount of the pension by 950 drams.
For example, if a citizen has, say, 8 years of seniority, then in the case of adding 2 years of fake seniority to his seniority, that citizen will retire 2 years earlier than the legal age (65 years old). Therefore, an illegal pension in the total amount of 660 thousand drams will be paid to him from the state budget. In addition to this, the monthly pension of that citizen will be illegally increased, commensurate with the years of false seniority.
Of course, this is a serious systemic problem that leads to real manifestations of corruption. It is also obvious that only the struggle of law enforcement agencies against this vicious phenomenon that gives rise to corruption cannot provide full results. Naturally, this phenomenon can be eliminated only as a result of systemic reforms. The current authorities have been talking about the latter for 2 years, but in fact it is taking on new manifestations in the background of the administration of the bardsitola. There are also consequences: continued risks and illegal expenses from the state budget, regular arrests of small and medium bureaucrats in the field.
Once and completely digitizing the work books, it would be possible to fully provide the necessary information base to exclude pension appointments based on false length of service. This system solution work started as early as August 2016 and was supposed to be completed by December 31, 2018. However, the deadline set by the law was postponed for 1 year, at the proposal of the new government.
During this period, we have repeatedly expressed valid concerns, in case of such insufficient pace and inconsistency, it will not be possible to finish the digitization process of workbooks on time.
We are recording now. our concern is no longer a reality: the responsible state body did not complete this systemically important process again within the time limit set by law.
According to the official information of the Ministry of Labor and Social Affairs of the Republic of Armenia, in order to complete this process, it is planned to extend the period of digitalization (collection and video input) of workbooks again by legislative amendment. According to this message issued by the Ministry, as the reason for not completing the works on time, only the non-fulfillment of their obligations by a part of the employers is given.
In fact, the primary responsible for the organization and implementation of this process is the state social security service of the RA Ministry of Labor and Social Affairs. It refers to the workbooks of hired employees, which the employers had to submit to this state service, and the latter only had to scan them and enter them into the database of the pension system. By the way, the state social security service has more than 50 regional departments with around 650 employees and had more than 3 years to complete these works.
It is clear that the responsible state body did not complete the work assigned to it within the time limit set by the law, either not realizing their dire need, or improperly performing its main functions.
