The Recovery Plan had been the main topic on which Matteo Renzi had triggered the crisis and the end of Conte two government. And on this topic the leader of Italia viva had repeatedly emphasized the “Centrality of Parliament”. “From July 22nd Iv asks to dedicate an ad hoc parliamentary session to prepare and discuss projects related to PNRR: there is no need for projects hidden in drawers and pulled out at the last minute. Transparency is needed. This is the most important document of the legislature: the future of our children is at stake ”. This was one of the statements made both in the Senate and in the press conference last December by Renzi. But now the Draghi government will present the Italian Recovery Plan to Parliament on 26 and 27 April next and the April 30 will send it to the European Commission. Therefore a very short time for deputies and senators to examine it, with the risk that on their part there may be one mere acknowledgment of the Plan and the impossibility of modifying it.
This is what we asked the exponents of Italia viva, upon leaving the meeting with Draghi. Maria Elena Boschi admits: “We are waiting to see the plan” but objects that on the Recovery “there have been some parliamentary passages”. But the passages cited by the exponent of IV refer to the plan of the previous government. “We expect to see the amendments voted in Parliament’s report in the new plan of the Draghi government”, Boschi hopes, adding: “The timing is decided by Europe“. Instead, Giorgia Meloni declares: “The risk is that Parliament will have a marginal role”.
