LLC National Center of Informatization (structure of Rostec) will develop special software (SPO) by 2022 to predict rallies and riots, Kommersant reported, citing a source familiar with the situation. The work is being carried out within the framework of the Safe City project of the Ministry of Emergency Situations, and the authorities at the municipal and regional levels will be able to use the open source software.

The head of the project office of the APK “Safe City” of the United Instrument-Making Corporation, Andrei Mishurny, confirmed to the publication that the open source software will have to predict riots and their development in the short term.

Forecasting will be based on machine learning methods. The press service of the Ministry of Emergency Situations also confirmed the development of the STR. The draft methodology of the predictive-analytical model “Riots” was sent for approval to the interested departments and authorities.

The document provides definitions for the concepts of rally, political conflict, protest potential, religious conflict, anti-police manifestations, etc. The system should predict such events using multivariate multivariate analysis of the likelihood of disorder and unauthorized actions.

For the analysis, publications in the media, posts in social networks, data from intelligent video surveillance systems and monitoring of public transport will be used. If riots have already begun, the system will have to analyze the number of participants, the behavior of the instigators, the direction of movement of the crowd, the number of victims, the number of police officers, etc.
