Transparency International Report 2023: India’s Corruption Perceptions Index Ranking and Global Trends

According to the latest report released by Transparency International, India is ranked 93 out of 180 countries in the 2023 Corruption Perceptions Index (CPI). The index, which ranks countries according to the level of corruption in the public sector, ranked Denmark first, followed by Finland, New Zealand and Norway at 2nd, 3rd and 4th respectively. From the Asian region, Singapore ranks fifth in the list and is leading in terms of corruption.

The index uses a scale of 0 to 100, where 0 is highly corrupt and 100 indicates no corruption. In this way India’s score in 2022 was 40 and in 2023 India’s overall score became 39.

“India’s (39) score fluctuates and no firm conclusions can be drawn regarding any significant changes. “However, ahead of the elections, India is seeing a further contraction of civic space, including the passage of the (Telecommunications) Bill, which could pose a ‘serious threat’ to fundamental rights,” the report said.

While Western Europe and the European Union remain the top-scoring regions, its regional average score has fallen to 65 this year, as checks and balances have weakened and political integrity has eroded, the report said. In South Asia, Pakistan (ranked 133rd) and Sri Lanka (ranked 115th) have also suffered from political instability in relation to their debt burdens, the report said.

“However, both countries have strong judicial oversight, which helps keep the government in check. The Supreme Court of Pakistan has strengthened citizens’ right to information by extending this right under Article 19A of the Constitution to previously restricted entities,” the report said.

It noted that China (ranked 76) has made headlines for its tough anti-corruption measures, having convicted more than 3.7 million public officials for corruption over the past decade. At the same time, the report mentioned that the country’s over-reliance on punishment rather than institutional checks on power raises doubts. The report also cast doubt on the long-term effectiveness of such anti-corruption measures.

Countries at the bottom of the index are Myanmar (162), Afghanistan (162) and North Korea (172). Somalia, ranked 180th, has the lowest score of 11.
