In Ukraine, debates continue over whether or not to mobilize more soldiers for the army. After two years of war, with officially unknown but undoubtedly considerable losses, it is foreseeable that there will be many fewer volunteers than in 2022. In this context, President Volodymyr Zelensky promulgated a law on mobilization reform on April 18. But will this be enough to attract new blood into the army’s ranks?
