All people who are part of the management and coordination bodies of Sumar and those who hold public positions in the training will have to follow training on sexist violence, language, masculinities, and the construction and exercise of power. The document aims to be the guide to building an “internal framework” that allows implementing “feminist practices” within the organization. It will have its own budget and an internal body will be in charge of starting it up, executing it, monitoring it and evaluating it.

The Plan is divided into four areas. In what has to do with representation, Sumar guarantees gender parity in its management and coordination bodies. It will be a “priority” to have a balanced representation in its own activities and the same principle will be “ensured” in external events. Hiring policies will also take into account parity in teams and attention will be paid to not replicate a “sexist distribution of professional roles.”

“Specific actions will be developed to increase the participation and representation of LGTBI+, migrant and racialized people at all levels of the organization,” says the document, which ensures that the feminist perspective must be present in policy and in external and internal communication. .

The uses of time and speech and full availability have been shown to be barriers to women’s political participation. Sumar wants to combat this inertia with “dynamics” such as “the limitation of time and equal use in speaking turns, and the use of feminist dynamization and facilitation techniques.” Decisions cannot be made in informal decision-making spaces, the organization emphasizes.

Although it does not speak of specific measures, the document aims to “implement dynamics” that ensure that political times are respectful “of the participating processes” and with spaces where discrepancies can be shared “in a respectful and constructive manner.” The organization’s activities must also be planned taking into account conciliation.

“We have to incorporate the needs for conciliation, because many times participation is required that makes any development of personal life impossible and that especially expels women,” reads the introduction of the document. The Plan speaks, for example, of formats that require less presence and schedules compatible “with other life-sustaining activities, with spaces for childhood, etc.” “Internal procedures will be created to guarantee the right to digital disconnection and good use of channels and tools that avoid hyperconnectivity,” they add.

Anti-harassment protocol

The Feminist Strategic Plan includes the creation of a prevention and action protocol against sexual harassment and violence, and another against sexist, LGTBiphobic, racist or discriminatory behavior. They will be separate documents whose work has to get underway.

Beyond these protocols, Sumar’s document talks about “generating mechanisms” to identify situations or inertia that can give rise to “violent and unempathetic” behavior and creating structures in the organization that allow conflicts to be resolved “prioritizing intervention at from dialogue and mediation.” For people who are on the front line of politics, whether in the party or in the institutions, there will be measures of “accompaniment, protection and self-care.”
