Brussels – Belgian naval forces have seized a tanker suspected of operating within Russia’s “shadow fleet,” a network used to circumvent international sanctions and continue exporting oil revenue to fund the war in Ukraine. The operation, conducted with support from the French navy, represents a significant escalation in efforts to disrupt Moscow’s financial network and comes as European nations increasingly scrutinize maritime activity in the North Sea.
Belgian Defense Minister Theo Francken announced the seizure Sunday, stating that the vessel, identified as the Ethera, was boarded and is being escorted to the port of Zeebrugge, where it will be officially seized by Belgian authorities. Francken indicated the ship was suspected of sailing under a false flag – currently registered to Guinea – and utilizing falsified documentation, according to Reuters. The move signals a firm stance against attempts to evade sanctions imposed following Russia’s invasion of Ukraine.

“Without his shadow fleet, Putin can’t wage war against innocent Ukrainians. So we take these vessels out. One by one. Until his war of aggression stops,” Francken wrote on X, formerly known as Twitter. Belgian Prime Minister Bart De Wever too praised the military’s “successful operation,” thanking France for its support and affirming Belgium’s commitment to upholding international maritime law and safeguarding its territorial waters.
A Network Designed to Evade Sanctions
The seizure of the Ethera highlights the growing concern over Russia’s shadow fleet – a clandestine network of aging tankers, often lacking clear ownership documentation, used to transport Russian oil to nations willing to purchase it despite international sanctions. France estimates the fleet comprises between 1,000 and 1,200 vessels, with 650 to 700 already subject to sanctions. This network allows Russia to maintain crucial revenue streams that fund its ongoing military operations in Ukraine.
According to information from the Ukrainian intelligence service, the Ethera is linked to a complex maritime network controlled by Mohammad Hossein Shamkhani, the son of Ali Shamkhani, a political advisor to the late Iranian Supreme Leader Ayatollah Ali Khamenei. This network allegedly transports oil products from Iran and Russia, as well as other goods, to buyers worldwide, including China, generating billions in profits. This connection underscores the increasingly intricate web of actors supporting Russia’s efforts to circumvent sanctions.
European officials have also expressed concerns that vessels within the shadow fleet could be utilized as platforms for launching drones for disruptive or espionage purposes, further raising the stakes in monitoring and intercepting these ships.
International Response and Potential Repercussions
The operation was welcomed by Ukrainian President Volodymyr Zelenskyy, who called it a “strong action against Moscow’s floating purse” and thanked France for its support. The seizure marks the second instance of a European Union country detaining a tanker from the Russian shadow fleet, following a similar action by France.
Francken anticipates potential repercussions from Moscow in response to the seizure. The move is likely to further strain already tense relations between Russia and Western nations. The Belgian defense minister has stated his country takes its responsibilities seriously in enforcing sanctions and disrupting Russia’s ability to finance its war effort.
The Ethera’s detention is expected to prompt increased scrutiny of vessels operating in the North Sea and a renewed focus on identifying and disrupting the networks that enable Russia to evade sanctions. The international community continues to seek ways to limit Russia’s financial resources and pressure Moscow to end its aggression in Ukraine.
Authorities are continuing to investigate the Ethera and its cargo. Further details regarding the vessel’s ownership, destination, and the nature of its operations are expected to be released as the investigation progresses. The next official update is anticipated following a full assessment of the ship’s documentation and a review of its voyage history.
