Score a goal with an extra person on the field

The reason: Lionel Messi scored 3-2 in the 2022 World Cup final between Argentina and France – but a substitute was already on the pitch celebrating before the ball crossed the goal line. According to the previous regulation, the goal should not have been allowed if the referee had seen the incident, instead there would have been a direct free kick for the opposing team. The change stipulates that this rule only applies “if this person intervenes in the game.”

Other match officials

The fourth official takes care of the coaches between the coaching zones, often has to endure a lot and at the same time has a good view of the field. Now this role is on an equal footing with the other assistant referees, and in future fourth officials will also be able to intervene in the decision-making process.

Longer stoppage times due to goal celebrations! Rule 7, which regulates injury time, is expanded. In its announcement, the association emphasizes that the goal celebration has been included as a new item “to emphasize the appreciation and importance”. But be careful: In games with a lot of goals, a lot of time can go by if you celebrate for a long time. This time will now be made up for in the future – so longer stoppage times could occur more often – as is currently the case at the World Cup.

Rule 12 is updated to now determine when there is a reduction in penalty for a tactical foul, denial of a clear scoring opportunity, or an auspicious attack. Previously, “trying to play the ball…”; but now there is also: “… or in a duel for the ball.” This means: Only cases in which there is a hold, pull or push without having a chance to get the ball are excluded.
