This is her twenty-first recourse to this constitutional article which allows a text to be adopted without a vote, since her arrival in Matignon, in May 2022. Prime Minister Elisabeth Borne has once again engaged the responsibility of the government through article 49.3 of the Constitution, Thursday December 14 before the National Assembly, on the “revenue” part of the State budget for 2024, during a new reading of the text before the deputies. This in a particularly tense parliamentary context after the rejection, on Monday, of the government’s immigration bill, after the adoption of a motion to reject.

“Constitutional deadlines are pressing on us and (…) no opposition group is ready to vote for this budget. We must take our responsibilities”, justified the Prime Minister. The president of the “rebellious” group Mathilde Panot immediately announced the filing of a new motion of censure, denouncing a “denial of democracy”.
