Cavoli said Russia still has forces “almost untouched” by the war in Ukraine, including a long-range air force, strategic missile forces, defense units and submarine assets. He stated that most of Moscow’s tactical air force had not yet been involved in the conflict.
“Although there have been significant losses in ground forces, the rest of the Russian military structure has enormous capabilities – both conventional and nuclear – and therefore it is necessary to keep this in mind,” Cavoli said during a video interview.
During the long war, Russia tried to flex its muscles outside of aggression in Ukraine. For example, it has exercised with submarines in the Baltic Sea, increased submarine activity in the Atlantic, flown military aircraft alongside the Chinese near the US Alaska, conducted nuclear conflict preparedness exercises and attempted to test new long-range ballistic missiles.
Cavoli explained during the interview that although the Russian ground forces suffered serious losses in the fighting in Ukraine (foreign analysts estimate 600 thousand dead and seriously wounded and a huge amount of destroyed equipment), Moscow has taken remarkable steps to restore them. “The (Russian) ground forces on the territory of Ukraine today are significantly larger than they were at the beginning of the war. So the Russian military has really grown during this period,” Cavoli said.
“Now there are some quality issues and some of the equipment may not be the latest, but that’s again a matter for ground forces. Russia has a plan to refurbish them and redeploy them on NATO’s borders. It’s a plan that they’ve published, that they’ve talked about, and it’s something we have to take very seriously,” the US general added.
