In its opinion, the Newspaper Association pointed out, “Naver’s action does not comply with the purpose of enacting the Press Arbitration Act, which is ‘harmony between freedom of the press and public responsibility.’” The Newspaper Association said, “The reason the legislators did not impose a penalty for Article 17-2 of the Press Arbitration Act was to seek a harmonious way to seek relief for damage caused by media reports and freedom of the press,” and added, “Considering the purpose of the law, the law that Naver bases is “The regulations are not valid,” he said.
