In September-December 2020, he allegedly helped her in passing a tender for the construction in the city of Karasuk of several water wells 900 m deep and a water treatment station. In January 2021, an agreement was signed with the company.

On October 18, 2021, early in the morning in Novosibirsk, a meeting was held between the Deputy Minister and the founder of the company. She passed in the car of a businessman. After the transfer of a bribe of 2 million rubles. both were detained by operatives of the economic security and anti-corruption department of the Ministry of Internal Affairs for Novosibirsk, in whose development they had been for a long time.

A criminal case was opened against the deputy minister for accepting a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation), against an entrepreneur – for giving a bribe (part 5 of article 291 of the Criminal Code of the Russian Federation). They face 8 to 15 years in prison. Whether the detainees admitted their guilt is still unknown. Investigators released a video recording of the arrest of the suspects. On the question of the operative, on the fact of what you were detained, the official replies: “On the fact of taking the money.” After interrogation, the suspects were sent to a temporary detention center. It is expected that on Tuesday in the Central District Court of Novosibirsk he will choose a preventive measure.

The press service of the “Kommersant-Siberia” ministry said that law enforcement agencies are conducting investigative actions with Vladimir Normaykin. The Minister of Housing and Communal Services of the local government Denis Arkhipov is currently on a business trip.

According to a declaration published on the website of the government of the Novosibirsk region, in 2020 Deputy Minister Vladimir Normaykin earned almost 2.5 million rubles, the income of his wife was half as much – about 1.2 million rubles. Vladimir Normaykin became the second regional government official arrested in 2021. Initially, he was charged with taking a bribe of 1.5 million rubles. from the head of the territorial administration of highways under his jurisdiction for the allocation of additional budgetary funding. However, in the future, the charge was reclassified from a bribe (Art. 290 of the Criminal Code of the Russian Federation) to embezzlement (Art. 160 of the Criminal Code of the Russian Federation).
