Due to the need to attract investment in the economy, the White House is ready to simplify the application of foreign standards in industrial construction – amendments to this were developed by the Ministry of Construction. In addition, the department proposes to relieve him of government authority to approve standards. The measures are expected to add flexibility to regulation and stimulate innovation in construction, which will reduce construction time and cost.

The Ministry of Construction intends to stimulate the development of innovative technologies in industrial construction – for this, the department is ready to revise the requirements for compliance with safety standards, it follows from the amendments to the law “Technical Regulations on the Safety of Buildings and Structures” published on regulation.gov.ru. It follows from the document that both national standards and codes of practice and standards of organizations approved by the department and foreign ones can be used in the design and construction. In the latter case, companies will have to justify the compliance of the design values ​​and characteristics of the building or structure with safety requirements – by the results of research, certified tests and calculations, modeling of scenarios of natural and man-made disasters.

The new mechanism will allow using foreign technologies, international building codes, design standards, including Eurocodes, as a justification for the safety of buildings and structures, is indicated in the summary report to the project.

“With the introduction of new foreign technologies, innovative, energy efficient and environmentally friendly technologies and standards in construction will be promptly introduced,” the Ministry of Construction said.

In addition, it is proposed to transfer the authority to approve documents in the field of standardization from the White House to the level of the Ministry of Construction – this should speed up the process of revising requirements and introducing innovations into the construction industry.

Note that the possible transition of the construction site to European standards began to be discussed by the Russian authorities back in 2010 – then it was about the gradual harmonization of the national and European technical regulation systems, but the discussions subsided with the deterioration of relations with the EU in 2014.

The topic received a new round in connection with the need for the government to increase investment in the economy.

Thus, the deregulation of industrial construction is part of the White House’s work to stimulate capital investment, along with the launch of the SZPK mechanism, support for regional investment projects and the readjustment of the financial market. The measures proposed by the Ministry of Construction to recognize project documentation executed in foreign systems were included in the roadmap for reengineering the rules of industrial construction – however, it was assumed that the project would be ready only in September 2022. In total, the “roadmap” contains 37 measures covering the entire construction cycle – from design to commissioning. In the meantime, Russian indicators of the timing and cost of construction of industrial facilities are about one and a half times worse than in other developed countries (see Kommersant of September 29).

Reducing the construction time by a third should be ensured by another initiative of the Ministry of Construction – to develop the institute of exemplary design. We are talking about the creation of a unified state register of exemplary design solutions – “the most advantageous in terms of functional, technical and economic indicators.” The documentation in the register will be available for multiple use in the design of similar capital construction projects – the rights to such solutions will belong to the state, while government customers will be able to use such solutions free of charge.
