The collapsing Gomel garment factory was headed by a new director, and at that time the former head was given a high position in the regional executive committee. “Flagpole” demonstrates a clear example of personnel policy in local authorities.
On July 17, 2023, Andrey Levko was appointed as the new director of the 8 March factory. The official waited 10 months for approval for the position, all this time he acted as the head of the enterprise.

His predecessor Olga Morozova headed the factory for two years. The period of her leadership will be remembered by the factory workers as the final collapse of the enterprise. But it was precisely such a scenario that they predicted when she was appointed.

In 2020, during the coordination of the position of a new head of the enterprise, the labor collective published an open appeal with a request to appoint Vasily Shitikov, who headed the enterprise from 2005 to 2015, to the position. From 2016 to 2018, Vasily Shitikov headed the Cheksil Worsted and Cloth Company in Chernihiv. The employees of the enterprise hoped for the stabilization of the financial situation at the enterprise after his return to his previous position:

“In mid-May, the factory staff learned that Shitikov V.V. was returning to the position of director. This news gave everyone hope for the development of the factory and our stable income.

He was director from 2005 to 2015. During this time, the company has shown excellent growth: there was a good volume of orders, collections were updated, a wide range, equipment was updated. Salaries were paid on time. The working atmosphere was excellent: any problem was discussed and solved directly with the employees. We knew that they heard us and wanted to help. Now the situation has turned not for the better: it happens that there is not enough canvas, salaries are paid in installments throughout the month.

The letter stated that the appointment of Shitikov was blocked by the then chairman of the Gomel city executive committee, Petr Kirichenko. This is indirectly confirmed by an article published at the same time in the Gomelskiye Vedomosti newspaper, in which the ex-director was accused of high wages and loans taken from the factory to buy real estate in the center of Gomel.

Be that as it may, in fact, the press organ of the city executive committee confirmed that under Shitikov the factory had money. But the team had big doubts that they would remain after the appointment of an alternative candidate, Olga Morozova:

“Morozova O. V. headed the enterprise “Lubna2 and their branch. Her leadership ended in bankruptcy of enterprises. We are afraid that our current situation, which is not the best, will worsen, and the 8 March factory, a historical place in the city, may be closed or reduced to poverty. And we, the workers who have given work at the factory for many years, will be left without earnings.

The words of the factory workers very quickly began to come true. Already from December 1, 2020, the new director, by her order, established a 4-day working week at the factory. Olga Morozova decided to fire those dissatisfied with the new mode of operation.

The results of the personnel policy of the new leader are clearly visible from the statistical reporting of the enterprise. If in 2019, before the arrival of Morozova, the average number of factory employees was 1,218 people, then in 2022, only 628 people remained at the factory. As a result, the number of employees has almost halved.

In parallel, the process of desolation of the material and technical base was going on. Photos taken in the workshops of the enterprise in early 2022 showed a terrible picture, which only Belarusian farms drowning in manure can compete with.

“A lot has boiled over, but most are silent, and their silence enters into an ominous resonance with the dirty concrete walls of a dying factory,” says the worker.

The actual collapse of the enterprise was also confirmed by the financial statements. From 2019 to 2022, the company’s revenue decreased by 36%, and losses in 2021 exceeded 10 million rubles. The enterprise became financially insolvent; at the end of 2022, total debts exceeded the value of assets by 5.7 million rubles. In the fall of 2022, a new leader, Andrey Levko, was entrusted with getting out of this situation.

Meanwhile, a new leadership position was found for Olga Morozova. Now she is the Deputy Chairman and Head of the Department of Industry and Scientific and Innovative Activities of the Committee for Economics of the Gomel Regional Executive Committee. The man who contributed to the collapse of two Gomel enterprises now leads all innovation activities in the region.
