It is the end of an era, and the symbol of the reform of the senior civil service. The major of the National Institute of Public Service (INSP, which replaces the ENA since January 1, 2022), Vincent Malapert, chose the direction of Social Security as his first position, but not the major corps.

The Guillaume-Apollinaire promotion, who has just finished their schooling and is making assignment choices, could no longer directly join a large corps after school. It was one of the most emblematic measures of the reform of the senior civil service, initiated by the Head of State in spring 2019. Until then, the fifteen best students (the “boot”) of the promotions trained at ENA could choose to occupy their first position within the Council of State, the General Inspectorate of Finance or the Court of Auditors.
Entering the inner circle of the republican aristocracy from the outset ensured a career protected from professional vicissitudes. A corporatism, an annuity, repeatedly attacked by Emmanuel Macron, whose roots often go back to Sciences Po Paris and the best high schools in the capital.
Open the senior civil service
The objective of the President of the Republic was to base the careers of senior civil servants on merit and experience, rather than on the success of a competitive exam at age 25. The idea was also to open up the senior civil service to make it more faithful to the composition of society. This was part of an overall overhaul. The ENA has transformed into INSP, with the elimination of the exit classification (in 2024), the renovation of competitions or training. A department dedicated to human resources has finally been created.
Most of the large bodies have been removed. These protective statutes, which governed the functions of prefect, financial inspector or diplomat, were replaced by another bringing together all senior civil servants: the body of state administrators. However, those of the Council of State and the Court of Auditors remain. But we now enter after field experience and according to a renewed selection method.
