“The person they handed over to us was in good health. After the release, our team took her to another area where she was reunited with her family. A fundamental element of the humanitarian work we do in this type of situation is to facilitate the reunion of families. who have been separated due to armed conflicts, since this humanitarian consequence generates suffering both for the person deprived of liberty and for their family and community environment,” said Devaki Umakant, ICRC delegate in Nariño.

The ICRC offers its good offices to act as a neutral intermediary in other humanitarian operations if the parties to the conflict so require.

“International humanitarian law does not allow or prohibit armed conflicts, but it does limit their effects for humanitarian reasons. That is why it is important to insist that all parties in conflict comply with these norms, even more so in a complex context such as the Colombian one, in which where there are different armed conflicts that have devastating effects on the civilian population and on those who have stopped participating in hostilities,” added Umakant.

So far in 2024, the ICRC has facilitated the release of 3 people who were held by armed groups.
