The town hall of Cotonou has a new executive secretary. Installed this Monday, May 8, 2023, Ange Paterne Amoussouga intends to conduct results-based management.

Three weeks after the release of his former executive secretary, Ange Paterne Amoussouga is the new holder of the post at the town hall of Cotonou. The executive was installed in his functions this Monday, May 8, 2023 in the presence of the prefect of the Littoral and the mayor of the city. Aware of the immensity of the task that awaits him in this new mission, Ange Paterne Amoussouga wishes to count on the support of all the agents of the town hall.

Results

“Dear members of the administrative and technical staff of the city of Cotonou, I need you as much as you need me. Together, we will meet the immense challenges imposed on us by the development of our economic capital”, suggested the new executive secretary. In this approach, the former executive of the Ministry of Decentralization decided to place his governance under the seal of the search for results. “It is therefore clear that my priority will be to participate and contribute alongside the mayor and his deputies to the resolution of the many problems of Cotonou. My intervention will be guided by the logic of results-based management”said Ange Paterne Amoussouga.

Present at the installation ceremony of the new executive secretary, the prefect of the Littoral took the opportunity to recall some provisions of the texts governing relations between the mayor and the executive secretary. “Nevertheless, I must remind you that under the provisions of article 101 and following of the code […], the mayor remains the first politico-administrative authority of the municipality. Under the provisions of articles 140 and following, the mayor maintains hierarchical and functional relations with the executive secretary, hammered Alain Orounla.

Resource mobilization

For his part, the mayor of the city of Cotonou particularly insisted on the requirements and the challenges linked to the exercise. “Speaking of challenges, the biggest one to which you are already invited is the mobilization of resources. We have devoted a lot of effort to improving our performance in this area in recent years”recalled Luc Sètondji Atrokpo.

The post of executive secretary of the town hall of Cotonou had been vacant since April 12, 2023. Indeed, on that date, the Council of Ministers had pronounced the dismissal of three executive secretaries, namely those of Sèmè-Podji, Houéyogbé and Cotonou . Also, it should be remembered that the executive secretary is responsible for implementing the development policy of the municipality decided by the political bodies of the municipality and ensuring, through effective management, the management of municipal administrative and technical services by ensuring their proper functioning.
