Finance directed to fund the region’s account to pay the salaries of retirees, those under care, and the affairs of martyrs and Anfal

Today, Monday, the Ministry of Finance directed to fund the region’s account with more than 130 billion dinars to pay the salaries of retirees, those under care, and the affairs of martyrs and Anfal in Kurdistan, after the Federal Court’s decision to be fair to employees, retirees, and those under care in the region, while indicating that it would not disburse the region’s salaries for the month of March until after completing Localization.

The Ministry of Finance, in a letter received by the (INA), addressed the Payments System Unit in the Ministry that, “Based on the directives of the Prime Minister and the approval of the Minister of Finance, and based on what was stated in the letter issued by the Federal Supreme Court, No. 224, consolidated / 269 Federal / 2023, and requested Kurdistan Regional Government – Iraq – The Council of Ministers and the Ministry of Finance and Economy, please take the necessary measures to deposit an amount of (10997100000) dinars only in the current account in the name of the Kurdistan Regional Government / Ministry of Finance and Economy / Erbil and which is open with the Central Bank of Iraq / Erbil in the account numbered (200115) This is to disburse the entitlements of the disabled in the directorates of the Social Protection, Welfare and Social Development Network in Kurdistan for the month of February 2024, noting that the amount has been recorded as a “debt” in our current account opened with the Central Bank of Iraq No. (70015).

The Ministry of Finance also addressed, in another letter received by the (INA), the Payments System Unit, that “based on the directives of the Prime Minister and the approval of the Minister of Finance, and based on what was stated in the letter issued by the Federal Supreme Court, No. 224, consolidated No. 269 Federal / 2023, and the request of the regional government.” Kurdistan – Iraq – Council of Ministers / Ministry of Finance and Economy / General Directorate of Accounting, please take the necessary measures to deposit an amount of (119139195614) dinars, in the current account in the name of the Kurdistan Regional Government / Ministry of Finance and Economy / Erbil, which is open at the Central Bank of Iraq / Erbil in order to disburse dues. The Ministry stated in a third letter addressed to the Payments Unit and received by the (INA), that “based on the directives of the Prime Minister and the approval of the Minister of Finance, and based on what was stated in the letter issued by the Federal Supreme Court, No. 224, consolidated, Federal 269, 2023, and the request of the regional government.” Kurdistan Please take the necessary steps to deposit an amount of (859,100,770) dinars in the current account in the name of the Kurdistan Regional Government/Ministry of Finance and Economy/Erbil, which is open at the Central Bank of Iraq/Erbil, in the account numbered (200115) in order to disburse dues for the affairs of the martyrs and Anfal and contracts in the Kurdistan region for the month of February. For the year 2024, and note that the amount “debt” has been recorded in our current account opened with the Central Bank of Iraq No. (70015).

The Ministry informed the Federal Court in its two letters that “funding for salaries for the month of February has been launched for the Kurdistan Region, as the localization mechanism requires a period of time for this month only, and salaries for the month of March will not be released until after the completion of the salary localization requirements by the region.”

It also held “the Kurdistan Regional Government legally responsible for the validity and accuracy of the information and data submitted to the regulatory and legal authorities and bodies, and the responsibility for disbursing salaries to those actually entitled to them.”

In its two letters, the Ministry also addressed the Ministry of Oil and the Oil Marketing Company (SOMO) to “provide it with a position on the extent of the region’s commitment to what was stated in the Budget Law in Articles (11) and (12) of the quantities of crude oil exported or received from the regional government on a monthly basis and considering it as a work context followed for each month of the year.” Without the need to approach you, it will be returned to our department as of the 25th of each month, in addition to quickly providing us with a position on the quantities of crude oil exported or received from the regional government on a monthly basis, and considering it as a work context followed for each month without the need to approach you, provided that it will be responded to.
