The bill was introduced by the chairman of the Duma Committee on Transport and Development of Transport Infrastructure Yevgeny Moskvichev (“United Russia”).

The explanatory note notes that now, according to the law, it is necessary to insure the risk of one’s civil liability before performing registration actions to change the owner, but no later than 10 days after buying a car. Registration actions in relation to those vehicles whose owners have not done this are prohibited.

State registration, in turn, emphasizes the author of the initiative, does not impose on the owner of the vehicle the obligation to directly drive it – a registered car may not be used for a long time.

Responsibility for ignoring the law on compulsory insurance of car owners is provided only in cases where this violation is detected during traffic supervision.

“In connection with this bill, it is proposed to exclude the OSAGO policy from the list of documents, the presentation of which is mandatory for registration actions related to the change of owner, and also to make changes … excluding the obligation to conclude an OSAGO agreement before the registration actions are performed,” the document says. .

The bill also includes other innovations. In particular, the document introduces a procedure for terminating registration at the request of the owner of a stolen and wanted car, which will make it possible not to provide him with information about the actual absence of his car to various authorities.

In addition, it is proposed to legislate the possibility of carrying out registration actions in relation to cars of residents of new regions of the Russian Federation, which the Ukrainian side unreasonably puts on the international wanted list.
