The plan provides for two levels of RUSADA monitoring – normal operational monitoring, as well as monitoring the actions and activities and status of RUSADA’s governing bodies. “Monitoring will be subject to all functional areas of RUSADA’s activities in accordance with the WADA Code in order to fix the strict and unimpeded implementation of international anti-doping standards,” said Mikhail Bukhanov.

According to him, the focus of the plan is the operational independence of RUSADA, which is to prohibit interference, including testing. If the situation with operational independence or the implementation of other points of the recovery plan becomes critical, WADA reserves the right to apply the expedited procedure for convening and reviewing the problem situation by the Compliance Committee.

Recall that in December, CAS confirmed the legality of the application of a package of super-tough sanctions to Russia by WADA. They were appointed in connection with numerous “inconsistencies” found in the database of the Moscow Anti-Doping Laboratory for 2012–2015. The transfer of information contained in it was a key requirement for the restoration of RUSADA’s rights, which remained under sanctions since 2015, that is, since the beginning of the Russian doping scandal.
