The affair for the municipality’s purchase of 18 private properties in “South Park” is growing. Last night Mr Terziev selflessly defended his proposal and rejected GERB-SDS’s request that the properties be taken off the buyout list until they are inspected. This was written on Facebook by the Deputy Chairman of the Metropolitan Municipal Council, Georgi Georgiev.

This year, the Metropolitan Municipality wants to buy 18 out of 75 private properties falling on the territory of the South Park from the nearby mall. The proposal is included in the annual program for the acquisition and management of municipal property. According to GERB, the properties are scattered and the municipality will spend a lot of money, and “it won’t even be able to build an alley” on them. On Saturday evening, the mayor of Sofia, Vasil Terziev, explained that “the proposed land for expropriation protects the public interest and prevents other actions on the territory of the park that would violate its integrity. Compaction is not a good idea, because precisely the “Swiss cheese” does not allow anyone else to unite the fields and investment ideas to emerge”. The mayor also asked why GERB does not want the properties to become municipal and whose interests Georgiev protects.

“Mr. Terziev’s inexplicable stubbornness to check before paying made us check the 18 properties and their owners in the public registers,” wrote Georgiev on Facebook today.

And he explains what he discovered:

• 10 of the 18 properties have two owners. Whether it is completely coincidental is anyone’s guess.
• The construction company “INTERMEX IN” OOD is a co-owner of 5 of these properties. It is buying ideal parts in 2020 (???? these are properties with numbers marked with a blue dot on the map – 68134.1004.92; 68134.1004.138; 68134.1004.82; 68134.1004 .69; 68134.1004.87)

• Third, in his proposal to the municipal council, Mr. Terziev wrote: “Based on an analysis, only properties whose owners own them under restitution and fall into the implemented part of the park are included in the draft program. 3 properties are excluded due to the fact that they were acquired by third parties through transactions or at a public sale”.

“Therefore, Mr. Terziev, either you are not telling the truth or you have been misled. After the midnight ardent defense of these transactions, the second possibility is categorically dropped. Therefore, I ask Mr. Terziev what is the principle according to which 5 properties, which are co-owned by a construction company , will be bought by the municipality, and you excluded the other 3 from the list precisely on the grounds that they were resold?”, he also wrote.

• And fourth, to make the mess complete, the properties of the construction company, which Mr. Terziev proposes to buy, are foreclosed according to the order of the Tax-Insurance Procedure Code due to public obligations. That is, if the municipality still pays these properties to the private company, then it may lose them.

“Since last night Mr. Terziev publicly asked me “whose interests does Georgi Georgiev protect and what does he want to do in “South Park?”, I owe an answer – I protect the interests of the people of Sofia and their money as taxpayers, with which you have decided to pay It is not known that residential and business buildings can be built in the park, even in private properties. It is written explicitly in Article 11 of the Law on the Organization and Development of the Metropolitan Municipality, but someone should read it. I remind you that in 2018, at the request of Mayor Fandakova, the deputies of GERB changed it to save Sofia’s parks from such appetites. The problem of private properties in parks acquired by restitution must be solved, but we have always said that this is not it is fair to deal with the money of the people of Sofia, but a common mechanism must be found with the state that led these procedures.
